SB 470, HCA 1 -- SECOND STATE CAPITOL COMMISSION SPONSOR: Goode (O'Toole) COMMITTEE ACTION: Voted "do pass" by the Committee on Miscellaneous Bills and Resolutions by a vote of 9 to 0. This bill creates the Second State Capitol Commission, consisting of 11 members including: 2 senators, 2 representatives, the Commissioner of the Office of Administration, and 6 members appointed by the Governor. The Lieutenant Governor is an ex officio member of the commission. The members appointed by the Governor will have knowledge and background relating to the history of the state, the history and significance of the seat of state government and the Capitol, but will not be required to be professionals in the field. The purpose of the commission is to assure the future preservation and integrity of the Capitol and to preserve its historical significance. The commission will cooperate with the Office of Administration, the Archives Division of the Secretary of State, the Historic Preservation Program in the Department of Natural Resources, the Division of Tourism, and the Historical Society of Missouri. The commission will provide an annual report to the Governor and General Assembly. Annually, prior to October 1, the commission will provide recommendations for budget allocations for improvements or restoration of the Capitol premises. The commission may conduct studies and hold hearings related to the improvement and restoration of the Capitol. The Second Capitol Commission Fund is created and may receive gifts, donations, bequests, and apply for grants. Money in the fund will be expended upon appropriation. The commission is authorized to cooperate or collaborate with other state agencies and not-for-profit organizations to publish books and manuals concerning the history of the Capitol and its improvement or restoration. HCA 1 -- Replaces the 6 members appointed by the Governor with: one employee of the House appointed by the Speaker of the House; one employee of the Senate appointed by the President Pro Tempore; and 4 members appointed by the Governor with the advice and consent of the Senate. FISCAL NOTE: Income to Second Capitol Commission Fund of Unknown in FY 2002, FY 2003, and FY 2004. Cost to General Revenue Fund of $9,167 in FY 2002, $11,330 in FY 2003, and $11,670 in FY 2004. PROPONENTS: Supporters say that the State Capitol needs to be better publicized, restored, and preserved. The building deserves special care and honor. Through the years, some destruction has occurred through neglect. Testifying for the bill were Senator Goode; and Office of Administration, Division of Design and Construction.
